Private agencies can put what ever conditions and/or restrictions on adoptions that they wish. I’ve never had that problem at all though. My wife and I have one natural daughter, two adopted daughters and a son that we are working on finalizing his adoption. We adopted one daughter and one son through foster care (back home here in Canada) and both of them came to us (as foster children) when they were less then 7 days old. The other daughter was adopted through the Missionaries of Charity Orphanage in Delhi so I would suggest if you are not getting anywhere with the methods you have chosen, look at other alternatives.
