Why is the option Footer position is based on on the paper settings dialog disabled?

When the ‘Footer position is based on’ option is set to ‘Last line’, it can never be changed back to ‘First line’. The ‘First line’ option is an artificial setting which was introduced for backward compatibility with OV/400, and is only processed at print time. Standard MS Word does not have the ability to specify the position of the first line of a footer. In MS Word you always need to specify the distance between the last line of the footer and the edge of the page. This has the advantage that the footer can never fall of the page when you alter the footer, which improves the maintainability of documents. This is the standard behavior of MS Word. We have decided that once the option is changed to ‘Last Line’ you can never change it back to ‘First Line’, because MS Word is not able to display ‘First Line’ in its WYSIWYG mode.
