This could be happening because of a couple of reason. Firstly I need to ask you some questions. How old is the laptop? Do you “Rage” or hit the touchpad a lot. Do you play games with it? Have you tried turning your DPI up?  But I would recommend you to turn your DPI up. To maybe like 4000. If this is not your cause, I would recommend you to ask a computer expert.

1) Could be a hardware issue, sometimes the cable under the mouse pad needs re-seating.

2) Could be a BIOS related issue, try upgrading the BIOS

3) Mouse pad switch as mentioned earlier mouse pad can be disabled by soft keys or a switch.  Plug in a usb mouse and Check the tray icons in the bottom-right of the screen. Right-click the mouse pad icon and look for options to see if its disabled.

4) Mouse pad could be set in the wrong mode, in device manager.  Check if its in usb or ps2 mode or if its changeable.

5) Hardware conflict; the address range used for the mouse pad overlaps the address range of another device in the system.  Check that you are not using unsigned devices or some cheap Chinese device of some sort such as a webcam, wireless keyboard or something else.  Disconnect any such devices and check if the problem is resolved.

6) Go into task manager and processes tab, start ending processes to see if any are causing the problem.

7) Malware; Download malwarebytes and check if there are any malware programs that could be messing with the system
