Why is there not a Government of South Sudan (GoSS) representative alongside the IOM Country Coordinator?

This Referendum is being organised by the SSRC, a body independent from both the governments of Sudan and South Sudan. Therefore any offices or representatives which are established in the eight OCV countries will be done so by the SSRC and not the Governments of Sudan or South Sudan.
