Why was Andover High School built for 1,400, but fewer than that number of students attended when it opened?

With our current student population the school opened with about 1,100 students. Because population in the Andover area is growing rapidly we needed to plan some additional space for enrollment growth. This plan allows for student population growth without the need to change attendance boundaries for a considerable length of time. The plans provide for room for portable classrooms to supplement the classrooms when population grows. The building was designed so it can easily expand to accommodate 1,800 students with an addition. An addition will be built only if a bond issue is approved by voters at some time in the future.
