CCS was formed to help these leaders and their stakeholders develop effective, consensus-based policy solutions through the process of “deliberative democracy.” This involves the use of a stepwise consensus-building process that draws upon factual information on GHG emissions sources and trends, existing and potential new policy actions, economic opportunities and impacts, GHG pollution reduction potential, and potential side benefits, such as energy, economic development, and environmental results.
