Why was CCS created?
Many governors and other state leaders are addressing the problem of climate change by planning and implementing proactive solutions to pollution caused by GHGs and its impacts in their states. CCS was formed to help these leaders and their stakeholders develop effective, consensus-based policy solutions through the process of “deliberative democracy.” This involves the use of a stepwise consensus-building process that draws upon factual information on GHG emissions sources and trends, existing and potential new policy actions, economic opportunities and impacts, GHG pollution reduction potential, and potential side benefits, such as energy, economic development, and environmental results.
