In the scientific portion of the web community people are usually more concerned with the content of their documents than the presentation. The commercial side of the web is sometimes more concerned with presentation. The presentational limitations of HTML documents was the initial impetus to introduce CSS and to create content which is easily accessible to all user agents on all platforms.
