Why was Indias government so lax?

A lot of the policies made are decentralized with certain powers given to the local governments and it is very difficult to get a lot of these things enacted. These terrorist measures have been going on for decades and these bureaucracies have been very incompetent. The Prime Minister and Highest Members of India’s elite knew of the attacks in 10-minutes, but it took 10-hours for their most elite Commando Unit to respond. It should not have taken that long to respond.” When the attacks took place, observers called what happened India’s 9-11.
