• State and Local Government Authorities would not pay the proposed Pest Rate, as they would continue to directly fund the cost of controlling pests on rural lands under their management. • A ‘Good Neighbour’ approach is proposed for the control of pests on rural land managed by State agencies. This approach aims to prevent the spread of animal and plant pests onto adjoining lands (private and municipal) and visa versa. • Under the proposed ‘Good Neighbour’ approach public land managers would work with ZCAs, to prioritise the allocation of any additional Government funding available in each area. • Any additional local personnel funded by ZCAs could undertake property surveillance across the whole of the rural landscape to support the pest management efforts of local communities. This would include surveillance on municipal land to support ZCA programs and on public lands to support the proposed ‘Good Neighbour’ approach.
