The imperial system is arbitrary i.e. it is not based on any scientific measurements. The metric system has a scientific basis e.g. 1m was supposed to be 1 ten millionth part of the distance from the Equator to the Pole but they got it slightly wrong as at the time it was defined the exact difference between the equatorial and polar radii was not known with the precision that it is now known. Similarly mass measurements are based on specific volumes of fresh water.
