Rabbits will naturally start to go in one area. What I have found is best is to keep him in his cage for most of the day for a couple of weeks with litter in the cage. You will probably notice him starting to go in one area of the cage. After this let him out in a still confined area, maybe one room, he should keep going in one area in his cage (or change out the cage with the litter pan, just keep it in the same area.) After this he is ready to roam!
