They had cities on a list that were specifically not targeted for conventional bombing, so there could be an accurate test. Hiroshima, I think, also happened to be the harbor from which the Pearl Harbor task force departed. There was a general who was something of a scholar on East Asia, and he had specifically eliminated Kyoto, the old Imperial capitol, because of it’s cultural value. Its a wierd way of thinking, putting art or history above life, I suppose, at least the boys trying to take Monte Cassino thought so, when the airforce was prohibited from bombing St. Benedict’s monastery, which everyone thought was an observation post for German gunners. They finally did bomb it, and after it was taken, they found out the German spotters were behind the monastery, not inside, they had agreed to leave it alone because of its historical value.
